Rosy Villalobos brings visionary leadership and a deep commitment to equity as GISD’s Associate Superintendent of Federal Programs. With a keen focus on ensuring that every federal dollar directly benefits students and families, Rosy has been instrumental in aligning resources with the district’s mission of excellence and inclusivity.
During the implementation of the American Rescue Plan (ARP), Rosy adeptly managed a $67 million investment, directing funds toward high-impact initiatives such as high-dosage tutoring, broadband expansion, and the development of community and parent centers. Her strategic approach and collaborative spirit have been pivotal in addressing learning disparities and promoting student success .
Beyond her administrative acumen, Rosy is a passionate advocate for digital equity. Her work reflects a deep dedication to empowering families through equitable access to technology, resources, and education.
Rosy’s leadership is characterized by transparency, innovation, and an unwavering belief in the potential of every student. She continues to inspire and drive positive change within the GISD community.

Marisela Quezada
Federal Programs Specialist
Marisela Quezada is the steady force behind the day-to-day operations of the Federal Programs Office. As the Federal Programs Specialist, she keeps the wheels turning—coordinating tasks, managing timelines, and making sure nothing falls through the cracks.
Often described as “Rosy’s right hand,” Marisela supports the Associate Superintendent with unwavering dedication, handling office logistics, communication, and follow-through with precision and heart. Whether it’s organizing key documents, ensuring compliance, or keeping the team aligned and informed, Marisela approaches every task with professionalism, care, and a deep commitment to serving GISD students and families.
Behind every strong department is someone making it all happen behind the scenes—and at GISD, that’s Marisela. Her organizational skills, problem-solving abilities, and can-do attitude make her an essential part of the Federal Programs team.

Jose Bañuelos plays a key role in the daily operations of the Federal Programs Office, with a special focus on managing PreK-related tasks and budgetary support. As the go-to person for processing orders and handling PreK program needs, Jose ensures that every request is tracked, processed, and fulfilled with efficiency and accuracy.
Working closely alongside the rest of the Federal Programs team, Jose keeps things running smoothly behind the scenes. Whether it’s managing purchase orders, supporting compliance processes, or helping staff navigate PreK-related logistics, Jose brings consistency, clarity, and a sharp eye for detail to everything he does.

Hector Moreno supports the GISD Media Center and Communications Department with a focus on content creation, print production, and digital support. From preparing district-wide copies and materials to assisting with bilingual flyers, graphics, and social media content, Hector ensures that communication across the district is clear, accessible, and visually engaging.
His role bridges creativity and logistics, helping departments stay connected while keeping GISD’s message consistent and professional. Whether it’s behind the scenes or behind the screen, Hector brings organization, creativity, and care to every project he touches.

Deborah Holguin serves as GISD’s Coordinator for Social Services, supporting students and families with resources they need to thrive. She oversees social services across the district, working closely with schools and community partners to remove barriers and foster student success with compassion and care.

Genevieve Melendez serves as GISD’s Community Engagement Coordinator, connecting families and schools to build strong partnerships that support student success. She oversees Parent Outreach Ambassadors and leads initiatives that empower parents to engage in their child’s education and school community.

Veronica Lugo serves as GISD’s Professional Development Coordinator, supporting staff growth through training and learning opportunities. She organizes and leads PD initiatives across the district, ensuring educators have the tools they need to excel in the classroom and foster student success.

Elisa Cumplido serves as GISD’s Title I Coordinator, supporting schools in meeting student needs through Title I programs. She also guides Attendance Advocates across the district, helping remove barriers to attendance so every student has the opportunity to engage, learn, and succeed.

Margarita Barraza serves as GISD’s Title II Coordinator, supporting teachers and staff through professional development and mentoring for new educators. She helps ensure Title II programs strengthen instructional practices and promote student success across the district.
